ESA and SLA Establishes a Framework for Cooperation Through an MoU

On Tuesday 28th December 2021, Enterprise Seychelles Agency (ESA) and Seychelles Licensing Authority (SLA) signed a Memorandum of Understanding to strengthen dialogue and establish a framework of cooperation with the intention of mutual assistance and collaboration for the effective promotion and development of Industry and Entrepreneurship policies.

This MoU provides a framework for collaboration between ESA and SLA, in exchange of information. The purpose of this MoU is to:

i. Ensure adequate education and awareness of businesses registered with ESA and/or relevant stakeholders on licensing related matters;

ii. Collaborate on outreach activities to the general public for each of the sectors falling under ESA to encourage licensing and registration (with ESA) of businesses in a bid to get business to operate in the formal sector;

iii. Work together to ensure compliance and take necessary actions against persons in breach of the applicable licensing laws or other relevant laws;

iv. Share information and intelligence and data for effective discharge of relevant functions to the extent permitted by respective laws;

v. Inform each other of any changes in legislations falling within the scope of this MOU; and

vi. Consult each other on a regular basis to address any areas of mutual concern and interest.

The MoU was signed by the CEO of ESA, Ms. Angelic Appoo and the Deputy CEO of SLA, Mrs. Jessica Larue, in the presence of the Principal Secretary for Investment, Entrepreneurship and Industry, Mr. Michael Nalletamby.

Additionally, ESA took the opportunity to inform members of the public and the media that ESA will no longer be issuing cottage certificates for businesses operating at their residence. All businesses will now be licensed by SLA. The criteria and requirements for such a license was explained and Mrs. Naomi Laurence from Public Health Authority was in attendance to clarify the provisions of public health that are required to be met.  ESA will work closely with its clients to ensure a smooth transition to SLA.
